Ibrahim  AbubakarZukogi was born  in Bida Local Government Area on  the 8th of April 1952. He started his Elementary school in Bidabetween 1958 to 1961. Between 1962 to 1964 He attended Sabon Gida Senior Primary School. He then proceeded to Government College Kaduna between 1965-1969. He obtained an NCE from Advance Teachers College between 1970 to 1973. He further attended Ahmadu Bello University, Zaria from 1974-1977 and obtained BSc Accounting.

Ibrahim started his career in 1978 as Accountant II and was posted to Governor’s Office as the Accountant in charge of Finance Department. In 1982 he was promoted to the rank of Principal Accountant in charge of Niger State Final Accounts. He was further promoted to Deputy Accountant General of Niger State in 1989. In the same year, He was appointed as the Director General of Budget of the state.  In the year 1990 He was posted as Director Finance and Supply in the Ministry of Finance Niger State. In 1991 He was appointed the Accountant General of Niger State. In 1992 he was deployed as the sole Administrator/Chairman of the State Board of Internal Revenue in 1992.

Ibrahim transferred his service to Federal Inland Revenue Service (FIRS) in 1992 and was appointed Director of Human Resources Management, Planning Management Research and Statistics (FIRS). In 1993 He was appointed the pioneer Director Value Added Tax (VAT) FIRS.  On the 4th February 1999 He became the Executive Chairman Federal Inland Revenue Service (FIRS).

In 2001, He was redeployed to the Head of Service Office and then posted to National Economic Intelligence Committee (NEIC) as Member/Secretary from where he voluntarily retiredfrom service on the account of statutory 35 years of service.
